Finally, after a long gap of 6.5 years, when High Security Registration Number plate were Introduced as part of Supreme Court Order it seems that the Authority has suddenly awake and want to finish the exercise within a month

As per Supreme Court direction in 2012 - States were directed to complete the Project within 6 Months for all Vehicle Class. Even an extension of 6 months was given in event of delay. Thus - referring to same the Project of High Security Number Plates was supposed to be completed before End 2015.

The Direction was for Pan India - but its sad that some states yet to even begin the HSRP Mark.

Been Delhi considered the Hub of Passenger Cars  in India - Delhi Transport Authority seems streamlined the HSRP Fixation on New Vehicles (2 Wheelers and Passenger Cars), where the onus was marked to Dealer to hand over car only with HSRP Plate. But - in the same, there was no process set for Old Vehicles already playing on Road

Now the Haryana Transport Authority has set deadline for 30th September and Delhi Transport Authority seems awake and has set a deadline of 13th October 2018 for covering all Vehicles already on road to have HSRP Fixed and has even set fine that in event of Delhi, HR Vehicle plying on road without HSRP Plate - the owner can face the risk of Arrest as Violation of Supreme Court Order

What is a High Security Number Plate and why you should use it

Non Breakable Number Plates built on 1 mm Aluminium Sheet having Chromium based Ind Hologram. These Plates are claimed to be Non removable and Non Reusable due to Snap Lock. Even if its broken - it cant be removed due to snap lock, and only the RTO can replace same.

What is the Purpose of High Security Plate

Acts as Anti Theft and avoid People with Malicious Intent to use Fake Number Plates. There is a Snap Lock on Number plate, which as claimed by Transport Department is unbreakable.

What is the Fees of High Security Plate

Around Rs 213 as Official Fees for New Cars in Delhi. Expect Similar HSRP Fees to be old cars too

What is the Deadline for HSRP Plate

Initially - the Process was Scheduled to begin from 2nd October and last date was 13th October 2018, but considering the fact over 40 Lakh Vehicles needs HSRP Plate in Delhi and RTO Office are only 13, its decided by State Government to extend the deadline. New Deadline date yet to be announced. (updated on 18th September 2018)

Is the New Deadline of 13th October 2018 Mandatory for Delhi or other States Registered Cars too

The Deadline is of 30th September for Haryana Registered Cars, and any Car with HR Number running in Gurgaon without HSRP Plate can be fined by Rs 500 by Traffic Official

While, 13th October Deadline as specified is for Vehicles Registered in Delhi. Means DL Number Cars. However, other state owners may also voluntary comply by contacting respective RTO for HSRP Plates as the same may likely be announce in there respective states too.

Where to get High Security Plate Installed on Car

Unlike New Cars, For delhi It can be installed from the RTO Office. Delhi has 13 RTO Office and new HSRP Plate can be installed from these 13 RTO Offices only

While for Haryana - one needs to contact in Agency M/s Link Utsav HSRP, Om Nagar, Sector 11, Gurugram or in Jhar Sentli, Sector 58, Faridabad

How to get HSRP Plate on Old Car

For Delhi: The Process to Begin through Online Medium as to be Specified by Delhi Transport Government on October 2, 2018.

Vehicle Owner has to punch in Details Online and book appointment and take his vehicle physically in RTO Premise on specified date and Time to fix HSRp Plate.

(But as checked on Delhi Government Transport Site and Central Parivahan Site - there is no updation on both sites as on 2nd October 2018, 10.30 am about how to book HSRP Slot)

For Haryana: One can make payments for HSRP Plate at SDM Office and go to M/s Link Utsav, Shanti Nagar Street, near Beriwala Park, Gurgaon.

What is Color Coded Fuel Sticker

Along with HSRP Plate - a Color Coded Fuel Sticker (Light Blue for Petrol and CNG, Orange Sticker for Diesel) will also be issued by the Respective RTO, which needs to be affixed on the car windshield. This is also Mandatory to be affixed along with High Security Number Plate.
