Happy New Year !!

> There was an amendment done in Karnataka RTO in early 2014 - which states that any vehicle which will be used for more than 30 days - will have to pay applicable road tax in Bangalore. So - in case you bring vehicle from Kolkatta to Bangalore - road tax needs to be repaid again

> Yes - One of the documents for State Transfer NOC is Bank NOC - if active loan / hp is there on Smart Card.
Banks issue 'State Transfer NOC' basis Car Loan Repayment track record, vintage, existing relationship and collection center office.

> New Centralized Transport Bill is expected very soon in 2015 - in which which one of the keynote will also be to make up uniform tax structure and rationalization of road tax for inter state transfer.
