Can I transfer the ownership in noida UP state, means number will remain the same (UP Number) and only name, address (Haryana)will change. If yes then what is the process?
See - RTO ask for local address proof as important document to ensure ownership transfer in respective state. What it means if you need to transfer in UP Based Registration number to your name in U.P itself then you need to furnish address proof of Uttar Pradesh
If address proof pertains of other state then respective state RTO where car is originally registered, can not transfer and register the car in there jurisdiction. Rather they can issue NOC (subject to clearance documents signed) and buyer can re-register and transfer in his home state by paying applicable road tax payment on pro-rata basis and doing re-registration.
So answer to your query is - its not possible to transfer UP number car in Haryana with same series.
Once you obtain in NOC from UP to Haryana - re-registration with HR number and applicable road tax payment will be done
2) if I transfer the RC from Noida (UP) to Haryana then what will be the process and charges for the same?
You need to get NOC Issued by furnishing
> Original RC along with Copy of Insurance, PUC needs to be submitted
> Id and Address Proof of Both Buyer and Seller
> NOC needs to be applied to other State where Vehicle needs to be Registered
> Signed RTO Form 28 (2 to 3 copies as mentioned)
> RTO Form 35 and Bank NOC (only applicable if vehicle Financed)
> Blank Envelope with Seller name and Address filled on it along with Rs 30 Stamps as NOC for Registered Post
Post Submission - RTO will issue you NOC along with Original RC which will be sent through Registered Post
Once NOC issued
> Original RC along with Copy of Insurance, PUC needs to be submitted
> Id and Address Proof of Buyer and Seller. PAN Card of Buyer if transaction more than Rs 50,000 will also be needed
> NOC Clearance Certificate as issued by RTO in Home Location
> Signed RTO Form 27,28,29,30
> RTO Form 20 for Re-Registration
> RTO Form 35 and Bank NOC (only applicable if vehicle Financed)
> NOC from NCRB (National Crime Record Bureau) that Vehicle is not Stolen, can be done Online
> Applicable Re-Registration Fees, Road Tax Charges based on Depreciated Value as per Ageing Value of Car carried as per respective RTO Officer. Demand Draft needs to be submitted for same equivalent to Road Tax Fees
> Blank Envelope with Seller name and Address filled on it along with Rs 30 Stamps as NOC for Registered Post
In terms of charges - RTO Haryana will calculate road tax at basis depreciated value of car which would be 5% of depreciated value plus registration fees of Rs 600, hp fees as Rs 1500 if car is financed.
