I sold and exchanged user car to Maruti True Value Dealership, of which they handed over Delivery Note. But RC has never been transferred by them. Though i have delivery note signed by them - that they have purchased my car against is it good enough

As per Law - its transferred RC - which finally matters and indicates that ownership has been changed in RTO records
Delivery Note is not acceptable under Court of Law

However for practical reasons - if you have sufficient proof
> Dealer Delivery Note (where Dealer is Authorized Dealership of Manufacturer) confirming that its there risk & onus, after taking car delivery
> Proof that car is sold by deducting its value in Invoice or through Exchange Coupon
> If Car Sold further, dealer letter or email stating car has been sold with new owner name, ID Proof and current status that why is RC transferring not happening.

with all these copies - risk is almost negligible - as you have sufficient proof of sale of car
You can also make a complaint to manufacturer and keep complaint id for records (including email communication) - that sufficient followups been done for transferred rc -- but its not provided by dealer in this regard.

Only thing is - if car meets a mishap or accident - then been ownership is in your name - Cops will first visit your place - Though documents and proof of transfer can well be shown stating / referring that car is already been sold - and you may come out of it - but its the initial pain of explaining Police (Note: Its the worst case scenario - where car used in crime / accident)

So - its 100% best - if can have transferred rc - if not - have set of papers done - to have your point proved in worst case scenario about :-
> Sale of car at dealership
> Dealer Delivery Note
> Details of new owner (if shared by dealer with ID & Address proof)
> Email Followups with complaint ID of transferred RC - all this will prove handy then in.
