Any cars for physically challenged people. My cousin is handicapped and need walkers. He is passionate about cars but feels very low sometimes due to his inability to drive. Are there any special cars for physically challenged people especially having without usage of legs where one can race the accelerator, change gears and brakes the car through hands.

Hello Sandhya,

There are hand driven cars for physically challenged people
To the best of our knowledge - there are some dealers who have the expertise to customize the car to convert to hand driven . By saying dealers - we mean the new car dealers only . We have heard of an Eon been customized to hand driven by dealership for a 45 yr old person having polio

Am not sure that manufacturers in India makes customize cars for physically challenged from the factory itself.
You can meet up some local dealers in your city, they will surely assist you on for customization of the car. All the best !

I read in today paper that there are excise duty benefits
How much is going to be saving on New Wagon R, also can the car which is modified for a handicap person, can also be driven by a family member too.

What all documents needs to be submitted

Yes there are excise duty benefits for differently abled people
But - vehicle sold will be customized and modified by the car manufacturer / dealer with devices / gadgets - so that the person having his disability - can drive in the vehicle at ease.

However there is a notification regarding usage for physically challenged in Circular Number - 25/2002 dated 16th July 2002
"the particular car is capable of being used by a handicapped person, concession can not be denied. Just because normal persons can also drive these vehicles there is no ground for denying the concession. In fact, every vehicle which can be used by a handicapped person can also be used by a normal person.


For instance people having left leg disability, can well drive automatic cars - and the same car can well be used by any other individual too. The excise duty benefits will continue with such cars

Benefits are in tune of
> Very Low Excise Duty - around 4%
> Exemption in Road Tax in Certain States
> Even insurance companies too offer some kind of concession / rebate on OD Premium

So - provided the car is bought for a disabled / physically challenged and duly modified or without modification (if can be driven by the owner), and registered in his name - yes benefits will there

In terms of documents - to the best of our info :-
> Self Certification of Disability on 100 Rs Notary Stamp Paper
> Medical Certificate from a Medical Practitioner of Government Hospital - having a certain degree
> Certificate from Manufacturer - for modification done in car to be used for differently abled or if left leg disability - automatic car

As mentioned above 3 list of documents for excise rebate namely:

> Self Certification of Disability on 100 Rs Notary Stamp Paper
> Medical Certificate from a Medical Practitioner of Government Hospital - having a certain degree
> Certificate from Manufacturer - for modification done in car to be used for differently abled or if left leg disability - automatic car

My Queries are:

1) What needs to be done with above 3 documents?
2) This process need to be done after purchase of a new car?
3) From which department we would receive back the excise paid to the dealer?

I would like to Share in the updated guidelines as is applicable by Government of India for Cars to be used by Disabled Persons

Benefits
> Excise Duty at lower 8% as against specified Excise Dity
> VAT at 6% Flat as against say 12.5% in Delhi
> Waiver of NCCD (National Calamity Contingent Duty) of 1%
> 50% discount is being given on insurance for a vehicle being specially designed/modified for a "blind, handicapped and mentally challenged person" as per Motor Tariff Act
> Road tax exemption if vehicle registered under Invalid carraige

Condition for availing Benefits
> on cars being able to be driven by the physically disabled; or
> on cars which has been suitably designed to be able to be driven by physically disabled; or
> on cars meant for physically disabled.

Following documents are required:-
> Self Certification of Disability on 100 Rs Notary Stamp Paper
> Medical Certificate from a Medical Practitioner of Government Hospital - having a certain degree
> Certificate from Manufacturer - for modification done in car to be used for differently abled or if left leg disability - automatic car
> An affidavit by the applicant, that he had not availed of this concession in the last 5 years and that he will not dispose of the cars with excise duty concession after purchase for a period of 5 years.
