Not able to do RC transfer online through parivahan portal

Yes this needs to be done offline only
Only cases involving transfer within same city can be done online by filling forms and then submitting same in RTO

However, cases involving NOC having inter-city/ inter-state can only be done offline

You need to visit the Buyer RTO where you transfering and submit a copy of NOC and RC where they will updated in the system after which only the online process is activated at the Buyer RTO.

Procedure:

1) Follow Online Process for NOC and make payment online
2) Vist Seller RTO to submit documentation and Get NOC after prescribed timeline.
3) Visit Buyer RTO and submit copy of NOC and RC.
4) Follow Online process the next day for Transfer of Ownership and make payment online.
5) Visit Buyer RTO to submit documentation.

a errror occur regarding RC transfer of 2 wheeler bike.

This error seems to come for my new vehicle too.

But it is not coming for my earlier vehicle. Can anyone suggest what needs to be done?

For those of you who have error "Alert!!SMART CARD RC is pending for activation as application has been made forXXXXXXXX" (I changed my application number from what it is to XXXXXXXX here), you have to simply visit the concerned RTO and get the smart activated.

So basically if your smart card has hypothecation included (in my case), that piece of information is NOT activated by the authorities. Once the smart card has been activated (of course by RTO authorities), you will be able to go ahead and pay the fees or anything related to it on Parivahan Sewa website.

I got it done today (27-Jan-2021). Hope this information helps!

mine is a new vehicle, have not received my RC, Its been 2 months, still I'm getting the message, Alert!!SMART CARD RC is pending for activation as application has been made forXXXXXXXX".

While doing transfer of ownership of a taxi, online portal shows an error of " Permit Found, Permit not surrender " However all the papers are valid till 2024. Please let me know if you can suggest anything.

I am also getting the same problem while trying to create an application for transfer of vehicle. Below is the error message as received:

I want to share a very bad experience with Car dekho (Ashwini cars) Noida sector 16.

I purchased a used car by paying amount of 6.6 lacks on 31st Jan 2021 and at the time of buying we were promised to get the NIC in 15 days by person name Sunil and Ravi and we were fine with that.
After that they fooled us for next 2 months saying yes yes don’t worry you will get next week you will get next week.
We were calling them we visited the office every week.every time they fooled us and we believed that.
One day i was very depressed and I called them and said, share the application number with me i will go to RTO and will check by myself where is the problem. He said ki you dont worry its in process. I again believed him. Then i called him on 26th March 2021 and i said i dont want this car give my money back otherwise i will come to your office and will not let anyone buy your cars.
Then he provided me the Application number after 10 minutes, and the application date was 26th March. That means they have not even started the process they were fooling and mentally harassing me for 2 months.
and still we did not get the NOC and stiil the allocation status is showing as “ Documentation upload pending”.
Application number is UP210326V5636019.

Can anyone please suggest me what should i do?

i.e Smart card RC is pending for activation

Smart card activation is done from RTO itself. Had to visit RTO to resolve issue from their server side.

Those who are getting this error "Alert!!SMART CARD RC is pending for activation as application has been made forXXXXXXXX" need to contact the concerned RTO technical team, request them to delete FLAT FILE (they know what it means). That would allow you to login using registration number.
