I am planning to goto West Bengal from Bangalore. Would like to know the rules for Roof/ Luggage Carrier in my XUV. I heard there traffic police catch and penalise for putting roof carriers on private vehicles. Is it true? Suggestions and guidance will be really helpful and appreciated.

To the best of our info (which may not be what Motor vehicle act is) - There is no mention of any restriction of roof carrier in CMVA (Central Motor Vehicle act). However - some states have over riders which can super cede by State Motor vehicle act

Even Roof carriers are not allowed in Gujarat in a private registered car,
however - no exact details updated with us of the fine they charge in Gujarat or West Bengal,

Today I entered West bengal from Chhattisgarh. I attached a roof carrier on my car. For that traffic police ask me to pay penalty of Rs 5,000.00. Which I paid because I m with my family. They understood the situation and act accordingly. I will also post that piece of challan.

Same problem here in Siliguri, West Bengal.
There should be clear cut rule's.
I don't find any solution for this....
If permission is required they should tell us..?

No vehicle owner shall be allowed to carry or fix any appliance/fitting on the motor vehicle
which may cause annoyance or danger to the other road users.

Its there in motor vehicle Act

As per the roof carrier on Non-Transport vehicle is concerned...
There is no such act defining the same in India's Motor vehicle act.
State traffic police use it ... Just to harass people from outside states.

Coz if it's "inconvenience and cause annoyance or danger to the other road users". It applies both to Transport and Non- Transport vehicles... Then how come transport permit vehicles are permitted:p ;) .

Eg-: Rule 5.24 of Rajasthan motor vehicle act says if roof carrier is screwed , strapped and covered with waterproof sheet....It is permitted .

No states motor vehicle act says no to approved roof carriers.

It's just a way to harass private car owners.
