We have purchased one SUV > 2000 CC engine. It's a diesel car. Ford endeavour, Currently it's registered in Delhi RTO.
Car mgf. date is 2008 and purchased date is feb 2009. Valid RC up to 2024. It's a BS 3 vehicle.

Now , we have applied for NOC for Uttarakhand (Hills). Delhi RTO issued the NOC.

Our questions are:
1. If we register the car in Uttarakhand , As per new law BS 3 vehicles are not being registered after 1st april 2017. Does this rule is only applicable for NCR and few cities in which the pollution level is high or applicable to all cities in country ?

2. If registration in UK is successful , then they will give RC upto 2024 or for 10 years?

3. As we have heard that at 2020 , govt. is planning for BS VI then in 2024 does our car's RC is not being re-registration(renewal) ? Generally after 15 years RTO gives 5 more year's RC after fitness test. So how much risk on this ?

4. If govt. ban BS 3 for renewed then how the vintage cars are in the country , what about the rules for BS 1 and BS 2 , are the car having BS 1 & 2 are not being renewed ?

Although as per interpretation when the order came - only BS-4 compliant vehicles will be allowed to be registered in PAN India
By it - it means any vehicle whether coming for new registration or for inter state registration will be allowed if its a BS-4 compliant car

But - there was a news in Time of India or Hindustan Times some time back in May / June (unfortunately we dont have a copy of it as of now) - mentioning that NOC will only be issued by Delhi or NCR RTO to data as shared of high pollution / low pollution based on BS-3 or BS-4 Norms
> For example - In Mumbai only BS-4 complaint vehicles can be registered, so Delhi RTO will issue in NOC only if the vehicle is BS-4 Complaint
> For cities - which have low pollution as mentioned by State government - Delhi RTO can issue NOC to register vehicle in those cities

So - its best to cross check with an agent or RTO on what exactly is the ruling. That news is contradictory to Order mentioning that only BS-4 vehicles will be allowed to be registed.

If registered then , 15 Years from the date of first registration

BS Norms are primarily meant for new cars or registration in different state
As of now in Delhi, NCR and some other major cities - 15 year Old Cars are not allowed for fitness certificate renewal

4. If govt. ban BS 3 for renewed then how the vintage cars are in the country , what about the rules for BS 1 and BS 2 , are the car having BS 1 & 2 are not being renewed ?

The Ban is not on Plying BS-3 Cars, but only on registration / re-registration.
Even BS-1 and BS-2 Cars bought in 2002 and onwards can ply in Delhi provided the 15 years capping is
There was a Vintage car rally which happened in May 2017
A special permission from NGT was taken by Vintage Car Club to ply cars

thanks for your help!! This is a wonderful site and i really appreciate your knowledge and work.

As of now in Delhi, NCR and some other major cities - 15 year Old Cars are not allowed for fitness certificate renewal.
The Ban is not on Plying BS-3 Cars, but only on registration / re-registration.

See , how a person can ply car if it's 15 yr old, because after 15 yrs car need to be taken to RTO for fitness certificate (RC ) renewal .
So, if today i buy a BS3 car , 2009 model then if any rule comes that after 2020 no BS 3 car is registered in whole country then it's a waste of money because after 2024. It can not be renewed ( please correct me ).

BS 2, is still ON in cities other then delhi NCR and 15 other cities (Correct ? ) .
If it is so then , what do you think after 2020 (i think new motor vehicle act is on compilation phase and it can come around 2019). BS 3 and BS 2 car can ply on roads. I mean renew after 15 yrs. ?

Then its important to also consider in valuation. Been a 15 year Old car mere is sold at 5% of the present value of similar model, so there is very little already left in the car from valuation perspective

> BS Emission norms are what governed by Government. Been globally BS-6 Emission Compliant cars are manufactured, but in India - we just made BS-4 Emission norm as standard from April 2017. Will have to see what Government policy comes on in future years to address pollution levels

Hello,

I have a question, weird may seem.

I bought Karizma (R) in Dec 2016 and drove that just for a month and left for Canada after that.

Now, after two years I came back from Canada and the bike is still lying at my home. It is neat and clean, just 4000 km driven.

I don't know what government did but I want to sell it. I have cash bills of it from the showroom and its first insurance.

Everything original in documents is lying like untouched at my home.

How should I sell it ? They are saying, we need to get R.C. first ? I bought this Karizma (R) White_2016 model in December on my saving cash through debit card from the bike dealer main agency in GURGAON sector 15 part-2 (Agency Name- Auto Needs) (NCR-REGION)... You can google the details also.

What should I do ? The bike is at my premises in my home (PUNJAB) standing there like an antique piece.

I want to sell it ? Please advice !!

@ Ricky - At the time of purchase, vehicle must have been registered in and a number plate would have been issues
You need to ask Dealer for the RC and along with it need to get Insurance done of same in order to sell.

Is it better to plan 2009 diesel vehicle that is registered on rc for 15 years, i am cofused shall i go for it. :( :(

Hello all. Can you help me.i m planning to buy a new car swift Dzire bs 4 but I already got a news from Maruti they stop manufacturing the bs4 vehicle n plan to sell its vehicle with bs6 norms in end of October . So should I buy car or not now or wait for bs6. I have another confusion about re registration if after 4 or 5 years I will sell out my car it can be re register or not or some evaluation price will effect on this bs 4 vehicle .thanks plz help
