Is the car registered in Ghaziabad or Thane, Mumbai ?
Minimum time period in which commercial car can be transferred to private one is 3 years in most of the cities
If the vehicle is registered in October 2016 - advisable to cross check with respective rto where vehicle registered in - what the time limit clause for conversion.

In rare case - if its allowed then you need to cancel in permit by
> RTO Form ACC
> RC Copy
> ID & Address Proof
> Bank NOC - if vehicle is financed

Once the Permit cancelled - you can apply for re-registration
> NOC of Cancellation Permit Acceptance
> Original RC
> Aadhaar Copy
> PAN and 2 Photographs
> Form 20 for re-registration
> Form 35 (applicable if hypothecated to Financier as NOC)
> Insurance Policy
> Invoice copy of the vehicle

and apply by paying in Life Time Taxes

Hi, i had a query based on your above reply. To convert from commercial to private vehicle, life time taxes have to be paid but how do we calculate the amount to be paid. I had been running my vehicle as a cab for last 11 years, so do I have to pay life time tax for those 11 years as well?

RTO will calculate same
It will ofcourse not be done on for past 11 years
But on Pro-rata basis or basis slabs as available at RTO End, best to connect with RTO Officer in zone on same.

I have converted my taxi (delhi registration) to private car after completion of 2years, one time tax fro 15 years has been paid by me,
But the process is time consuming and hectic as you have to run 3 to 4 authorities in delhi for same.
Burari authority - for vehicle fitness and all proofs submission and NOC
Todapur authority- NOC for traffic clearance
NCRB report: online
Delhi mall road authority:inspection of vehicle and final clearance and new number and RC.

All permit, fitness, adhaar forms related must be with you.

Sir I want to buy a diesel car of rewari registration. Delear told me Registration will be valid for 15 years. And same will be mentioned on RC. Sir can I ply my diesel car on road as Rewari comes under Delhi NCR.
