In a drive aimed at ensuring safety in all CNG run vehicles, Indraprastha Gas Limited (IGL), the sole supplier of CNG in Delhi and adjoining cities of Noida, Greater Noida and Ghaziabad, would be refusing CNG dispensing to all categories of vehicles without a compliance plate indicating valid CNG cylinder with effect from 1st August 2013. The safety norms for CNG vehicles prescribe that compliance plate displaying kit related information should be installed near the filling point so that it is clearly visible to the refueler.
Earlier, IGL had announced to implement the drive with effect from 1st June 2013 and had undertaken a media campaign to that effect from last month. However, subsequent to the public notice dated 22nd May 2013 issued by Transport Department, Govt. of NCT of Delhi, IGL has now decided to extend the date of implementation of instructions by two months to ensure uniformity. As per the public notice of Transport Department, all the CNG vehicle owners have been asked to get the compliance plates fitted by 31st July from the concerned authorized Retro fitment Centres without any extra cost, since compliance plate is part of the CNG kit. Thereafter, the fuelling agencies have been asked to check compliance plates before refueling.
As per Gas Cylinder Rules 2004, hydro testing of CNG cylinders is mandated as per the period specified by Bureau of Indian Standards (BIS). As per the recent amendment to IS 8451: 2009 relating to periodic inspection and testing of high pressure gas cylinders issued in May 2013, the periodical inspection interval for CNG cylinders has been fixed at 3 years. PESO has authorized a number of testing agencies to carry out these tests and the information on the same is available at all CNG stations of IGL as well as on the website of IGL.
