State transfer NOC once issued - will mark comments as 'NOC issued' in RTO records
Now for cancellation of NOC - What info we have, generally - Original RTO Office )in your case Delhi RTO) seeks confirmation letter in form of clearance certificate from the new RTO (i.e Bangalore RTO) - that the said vehicle never received a request against the vehicle for registration and that the said vehicle is not registered with them. This is to be stamped by Bangalore RTO
Then below documents needs to be submitted from your end
>> Surrender the original copy of NOC obtained earlier to the original registering authority (RTO).
>> Clearance Certificate from Bangalore RTO that they never recvd a request for vehicle registration and said vehicle is not registered with them - This is also known as Non Utilization Certificate, for same they will write on original NOC with Stamp, Sign
>> An affidavit from the owner of the vehicle stating that he has not mis-used the vehicle and the NOC from the period of obtaining the NOC.
>> Fee Rs. 100 from all vehicles.
>> ID, Address Proof, PUC, RC Copy, Chassis Imprint
Some Additional Info
> Karnataka has policy of 1 month registration policy for other state vehicles. Though this was quashed by Court order - but State Government has put in anothe case for re-consideraton. So RTO Bangalore may issue letter - only if they are reasonably satisfied that vehicle has not been bought in Bangalore
