Hello Rahul,

For transferring car registration number from Delhi (DL) to Mumbai (MH) or any other state

Is the car financed ? if yes follow from step -1 else start with step -2

Step 1 (Applicable if you have Bank hypothecation on RC, else skip to Step 2) - you need to first take Bank (State Transfer) NOC Certificate for transferring number to state- Visit the local customer care center of bank and get NOC Certificate Issued for inter-state transfer.

Step 2- The you need to get NOC from Traffic Police for No Dues & Police for No Criminal Offence on Car.

Step 3 - Submit a copy of below forms to RTO
> Application Letter requesting issuance of NOC
> Bank NOC (dont submit this in original)
> NOC from Police (In original, but retain a xero copy with you)
> Chassis Imprint of Car (In original, but retain a xero copy with you)
> Notarized Copy of Car RC, Insurance, PUC local id and address proof with
> 3 Copies of Form 27,28

Step 4 - Once you get Signed NOC from RTO Office.
Then make a set of documents, which will help you ease in re-registration procedure -
> Original RC, Original Insurance Policy. Original Invoice of the Car (if possible),
> NOC Signed by RTO Delhi, NOC from Bank & from Traffic Police

Step - 5 :- Once you shift to Mumbai then
- Submit Original RC Copy to RTO - (Generally, the original required to be submitted and RTO will issue a challan receipt acknowledging the same so that owner do not face issue)
- Insurance Policy
- Pollution Certificate
- Chassis Number Imprint
- Any Government ID Proof - Election Card, Passport etc
- Registered Address Proof of local residence of Mumbai
- Submit NOC Copy along with Signed Form 27,28 Copy from Delhi RTO
- Re-Registration in Mumbai by submitting Form 29, 30. Click Here for RTO Forms
- Appropriate Fees - Applicable Road Tax & 4.5% Octroi Charges on depreciated value, Note:- ReRegistration will be done on the depreciated value (Preferably carry Original Invoice at time of sale, Insurance cover note etc - will help assessing officer to calculate the value of the car)
- Last once you reach there, its not a bad idea to contact 1-2 local brokers in Mumbai about charges and then visiting local rto and meeting the officer there. You can then proceed further for re-registration

Trust it helps, do let know your experience - once you are able to successfully transfer RC. All the Best !!

To the best of my understanding, the process for refund can only begin when the car is re-registered with a new number (in your case will be MH Number)

In Refund
- You need to submit RC copy (bearing new Registration Mark) having same engine number and chassis number as was in Old RC
- Old RC Photocopy
- Valid Insurance Certificate with New Registration Number
- RTO Form 16
- Notarized ID & Address Proof
- Request Letter for refund request

Post which - RTO Office of Delhi, will verify Vehicle registration with Mumbai RTO and on confirmation of it - will issue refund cheque.

I am facing the issue of car re-registration from delhi to mumbai. RTO asked me to pay road tax 9% of car invoice with 16% depreciation and octroi fee about 4%.

My car price was 3.45L in May 2008 and I need to pay about 40K as all taxes.

Can any one help me to reduce these taxes, My new RTO is Andheri West.

Hi

I have recent relocated to Mumbai and I plan to get my car (Accent) from Delhi to Mumbai for a period of about 1 year, post which I plan to buy a new car. I had the following queries.

1. Can I just drive in Mumbai just with the NOC from Delhi RTO without registering my car in Mumbai? (I have seen quite a few cars with non Maharashtra registration around)
2. How long is the NOC valid for?
3. I have heard the cops in Mumbai harass out station registered cars. Is there a way around it as registration is an expensive to re register?
4. And last, if I do plan to re register my car in Mumbai, how much on average will I have to pay? My car is a Hyundai Accent 2008 model

Appreciate any help in this regard.

Thanks

Am not sure of the Octroi part. But yes you can drive - provided you prove to cops that you have bought in the car - less than 1 yr ago in Mumbai
.
Section 47 States : When a motor vehicle registered in one State has been kept in another State, for a period > 12 months, the owner of the vehicle need to apply in respective local RTO in State for the assignment of a new registration mark of that state

How long is the NOC valid for

NOC generally remains valid for 45 - 60 days

I have heard the cops in Mumbai harass out station registered cars. Is there a way around it as registration is an expensive to re register

Refer Sec. 47 of Motor Vehicle Act

And last, if I do plan to re register my car in Mumbai, how much on average will I have to pay? My car is a Hyundai Accent 2008 model

It will be on depreciated value, basis the assessing officer judgement by applying some depreciation grid on the original invoice value (if available) - else a local estimated value will be taken up for depreciation assessment.

For refund - refer - this link

But the refund will be issued on pro-rata basis and to the best of our info - it will be done in name of original owner who was the first owner !!
