This is a bill which is proposed to provide ‘Indian Citizenship’ to Minority Citizen, who migrated illegally to stay in India from Pakistan, Bangladesh and Afghanistan before 31st December 2014 and belong to religion

  • Sikh
  • Christian
  • Jain
  • Buddhist
  • Parsi

Been - Illegal Immigrants who entered India without having proper documents but belonging to Minority Religion in 3 Islamic Countries - Pakistan, Bangladesh and Afghanistan namely as mentioned above would be given Citizenship, provided they entered in India before 31st December 2014

As per Government, this is done to protect the Interest of Minority Citizen who faced religious racism or any such sort and thus migrated to India illegally and staying for over 5 years. Been, Neighbor Countries are Islamic - hence Muslim are not Minority and been excluded from above list



Why is the CAB Bill been Opposed and Government Standing

The Bill is stated to discriminate basis religion and been termed as ‘Non-Secular’ bill and violate ‘Right to Equality’ by opposition groups, 

However as per Government the bill is designed to protect interest of Minority People who left these countries due to feeling of racism and staying in India without Papers for over 5 years as a base line

Been Minority is what the key Factor in the bill been highlighted by Government, its said to be an attempt to provide Shelter to these Minority People to stay in India without any fear and take Indian Citizenship

The Bill is strongly opposed in North East States like Assam, Guwahati, Manipur, Arunachal Pradesh, Meghalya, Nagaland, Mizoram where the residents of these states fears that demography of these states will be severely impacted by the Immigrants if Citizenship provided to them along with an impact of Natural resources and employment opportunities in the future

The residents of these states fears large scale influx of outsiders and fear that in future they will themselve become minority in there own area



What Government did to Protect Interest of North East Residents

The Government of India inserted 2 Exemptions in Citizenship Amendment Bill, 2019

  • Inner Line Permit in Arunachal Pradesh, Manipur, Mizoram and Nagaland., This is a Permit which is given by State Government without which any Indian from outside the state can not visit or settle there, and yes is Valid for Indians. The Bill does not apply on Tourism, but for those intending to Settle on Long Term
  • Areas under 6th Schedule of Constitution : Now under 6th Schedule, Tribal areas of Assam, Mizoram, Tripura, almost entire Meghalya are what covered in as defined in the Constitution and CAB (Citizenship Amendment Bill) will not be applicable in these regions

 

What is the Count of Such Minority Residents to be covered under CAB Bill

As per IB - estimated around 31,000 immigrants belonging to minority groups of these countries staying in India for long term (of over 5 years). In a country with a Population of over 120 crore, this is not even .00025%, and is way to provide Shelter by providing Citizenship to Minority Class faced racism in there country, and intended to stay in India 

 

Protest on in Assam

Somehow Assam is not covered in Inner Line of Permit, but, still a part of region is covered under 6th Schedule of Constitution. Also in Tripura - around 70% of area is covered under 6th Schedule 

Hence the protest are done by residents of these localities stating that CAB Exemption should be provide in whole to entire Assam and Tripura too. However, the Home Minister Amit Shah is open to suggestions and yes to protect the Interest of Citizens and groups is ready to tweak the act if needed

Hope Government will find a solution so as to assure People of North East (who do not come under CAB Exemption) about Interest and Safety would be 100% safeguarded. But a big relief and shelter to Hindus, Jain, Sikh, Christian, Parsi and Buddhist who migrated to India, illegally on account of religious fear to get Indian Citizenship.

It seems nothing to worry for any Citizen, as Government keen to protect Interest and Safeguard over 31,000 Hindu, Sikh, Christian, Buddhist, Jain and Parsi Migrants of nearby countries faced Minority Status to given them Citizenship.
