New Car Registration Process : Documents, RTO Forms in 2021

Vehicle Registration Process for New Cars in India. Documents for ID and Address Proof as accepted with RTO Forms required for Registration

New Car Registration Process - Updated in 2021

  • Are you planning to Buy New Car and Register on Own or through Dealer ?
  • Do you feel that your Car Dealer is charging you additional Money for registration of your New Car ?

Now, no need to pay any Bribe or any additional sum. RTO has clearly defined document checklist required for Vehicle  registration, here is the Process Simplified for Registration of New Car on Self Basis without any assistance of broker :-

Documents to be Submitted for New Car Registration in 2021

Ensure that you collect the documents from the car dealer at best before taking the car delivery, it will save you time and further follow ups :-

1. Invoice: You need to Procure and Submit both

  • Retail Invoice as given against Car
  • Manufacturer Invoice of Car which they have billed to Dealer against stated Chassis Number

If you going to do Self Registration - ensure to ask your Dealer for both Invoice Copies pre hand

2. Sale Certificate (RTO Form 21): Effectively RTO Form 21 is what called Sale Certificate. As per RTO, a sale certificate is mandatory to be submitted. This effectively contain details of Vehicle including Model Details, Year and Month of Manufacturing, Invoice Amount

Ask your Car Dealer for providing same before taking in Delivery of Car

3. Road Worthiness Certificate (RTO Form 22):  Effectively RTO Form 22 depicts that vehicle sold is in compliance with Safety, Road Worthiness and Pollution Certificate. You need to obtain it in Original from your car dealer if you going for Self Registration. Else, you may even ask a photo-copy of it for your records

Yes - your Car do not need any PUC Check for 1 year from Date of Registration

4. Copy of Insurance : If the dealer doing Car Insurance then Insurance Policy with Matching Engine Number, Chassis number, Name, Address, Model Details as per Invoice needs to be obtained from Car Dealer. Else, if you doing Online or from some agency then you anyway will have it and a copy of same needs to be submitted

5. Adding Loan HP (RTO Form 34) : Form 34 (optional for adding loan hypothecation, if vehicle is bought on Finance) to be additionally filled and submitted. Form 34 requires stamp and sign of Banker. A Dealer can assist you in same, wherein registration would be done by you

6. Vehicle Registration Form (RTO Form 20): Effectively, RTO Form 20 is what used for Vehicle Registration. This needs to be Filled and Submitted to RTO along with

  • Copy of Temporary Registration (Valid for 30 days)
  • Valid ID & Address Proof (as per RTO List. Rent Agreement is not acceptable in most of the states, Union Territories)
  • Chassis Imprint on Plain Paper taken by Pencil (Optional and not all RTO ask for it)

Do note that if you going for Self Registration then Dealer will do Temporary Registration which will be valid for 30 days, Temporary Registration needs to be applied in

Additional Documents in case of Car Bought in one State and registered in Other State

ยป IGST (Inter State GST) Bill if your State is different from Original State. Remember GST should not be Paid as CGST, rather IGST Paid Invoice needed. This is very Essential with your address and State Clearly Mentioned

Thanks a ton Mr. Gagan.

Here are some details.

The buyer is using the car for personal use. I have not submitted TCR, I will do the same after downloading from the RTO website immediately. I have been calling this person for quite sometime, but, he kept postponing the transfer. As recommend by you, I will post TCR to the relevant RTO with regiatered post. Do I need to attach anything with this TCR apart from the letter ? Please advice.

Ram

Dear Gagan
I have purchased a used car from authorized Hyundai Dealer under their certified preownerd car program. I live in Kolkata in a rented premises. I had only rent agreement as a proof of my temporary address. I also have LIC and BOI passbook where my office address (Private organisation) is mentioned. Hyundai personal informed me that LIC having my office address can be consider as valid address proof as local RTO does not accept rent agreement for the same They took all the required document from me and delivered car to me and informed that car will be transferred in my name within 2 months from the date of purchase. Now it has been a year, the car is not yet registered in my name. Are such documents, having office address, be accepted as address proof? If not then what next to be done? My permanent residence is in different state. Please let me know your suggestion for the same.
Thanks in advance.

You can take the delivery of the car.All you need to have is an authority letter(or email) from your father to dealer containing your driving license number.

Hi Gagan,

I am a rented person residing in panchkula and working in multinational company since 1.5 years (total 8 yrs exp.). I am planning to buy a car with panchkula registration. But the problem is that all the documents I have i.e. passport, ration card, voter id card etc all have my permanent address which is in U.P. I only have rent agreement and owner electricity bill to proof that I am living in panchkula.

Can I get my car registered with panchkula registration (i.e. HR03)

You can register your car in panchkula only if one of your nationalised bank account is in panchkula that is RBI or sbi.and a copy of your passbook will do the needful.so you need to take a residence proof from your company where you are working and submit it to the bank with little form formality.it will be done there and then in five minutes.

Hi Gagan,

Today i booked a new Maruti Swift. On the actual on road cost (excl. perm registration), he took 2000 rs extra stating the amount is for permanent registration and number plate. Is it justified? or he took more amount from me. Can you please clarify?

Thanks in advance,
Ram.

@Vishwas - Which dealer is this & registration not done for 4 months - is it some kind of joke created by dealer. For what has he kept the registration pending, Have you not spoken to HMIL.

Dont let the dealer take you for granted, Take an immediate action on top of voice - by taking it immediately with HMIL and sending mail & letter to dealer through mail. Also - selling unregistered cars to customers is a offence under Motor Vehicle Act -

@KK - RTO allocates a series to dealers in most of the cities. The number you mentioning does not seems to be a vip number
May be should check with Local RTO office for details, does they do any kind of selling like this or the dealer executive is trying to pocket money, just by chance that he has a specific number - which matches with the counting series.

Thank Gagan for replying. I have purchased it from Kaizen hyundai Panvel. I have talked to HMIL customer care center at Mumbai and also send numerous mails but to no avails. they show there helplessness and tell us to talk with the dealer. Dealer says there are some financial problems but i have paid all the money.

As per MVA (Motor Vehicle Act) - No dealer can deliver unregistered vehicle to the car buyer.
Its mandatory to deliver car only after atleast temporary registration done.

If dealer show his unwillingness to register (though any such reason mentioned of financial problem in comment never ever heard of), Make a Final Formal complaint to Transport Commissioner or lodge a case in Consumer Court.
