Vehicle Registration Process for New Cars in India. Documents for ID and Address Proof as accepted with RTO Forms required for Registration

 

New Car Registration Process - Updated in 2020

  • Are you planning to Buy New Car and Register on Own or through Dealer ? 
  • Do you feel that your Car Dealer is charging you additional Money for registration of your New Car ?

Now, no need to pay any Bribe or any additional sum. RTO has clearly defined document checklist required for Vehicle  registration, here is the Process Simplified for Registration of New Car on Self Basis without any assistance of broker :-

 

Documents to be Submitted for New Car Registration

Ensure that you collect the documents from the car dealer at best before taking the car delivery, it will save you time and further follow ups :-

1. Invoice: You need to Procure and Submit both

  • Retail Invoice and
  • Manufacturer Invoice of Car which they have billed to Dealer against stated Chassis Number

If you going to do Self Registration - ensure to ask your Dealer for both Invoice Copies pre hand

 

2. Sale Certificate (RTO Form 21): Effectively RTO Form 21 is what called Sale Certificate. As per RTO, a sale certificate is mandatory to be submitted. This effectively contain details of Vehicle including Model Details, Year and Month of Manufacturing, Invoice Amount

Ask your Car Dealer for providing same before taking in Delivery of Car

 

3. Road Worthiness Certificate (RTO Form 22):  Effectively RTO Form 22 depicts that vehicle sold is in compliance with Safety, Road Worthiness and Pollution Certificate. You need to obtain it in Original from your car dealer if you going for Self Registration. Else, you may even ask a photo-copy of it for your records

Yes - your Car do not need any PUC Check for 1 year from Date of Registration

4. Copy of Insurance : If the dealer doing Car Insurance then Insurance Policy with Matching Engine Number, Chassis number, Name, Address, Model Details as per Invoice needs to be obtained from Car Dealer. Else, if you doing Online or from some agency then you anyway will have it and a copy of same needs to be submitted

 

5. Adding Loan HP (RTO Form 34) : Form 34 (optional for adding loan hypothecation, if vehicle is bought on Finance) to be additionally filled and submitted. Form 34 requires stamp and sign of Banker. A Dealer can assist you in same, wherein registration would be done by you

 

6. Vehicle Registration Form (RTO Form 20): Effectively, RTO Form 20 is what used for Vehicle Registration. This needs to be Filled and Submitted to RTO along with 

  • Copy of Temporary Registration (Valid for 30 days)
  • Valid ID Proof
  • Valid Address Proof
  • Chassis Imprint on Plain Paper taken by Pencil (Optional and not all RTO ask for it) 

Do note that if you going for Self Registration then Dealer will do Temporary Registration which will be valid for 30 days, Temporary Registration needs to be applied in

 

Additional Documents in case of Car Bought in one State and registered in Other State

ยป IGST (Inter State GST) Bill if your State is different from Original State. Remember GST should not be Paid as CGST, rather IGST Paid Invoice needed. This is very Essential with your address and State Clearly Mentioned

Valid ID & Address Proof Documents for Vehicle Registration

ID & Address Proof. While ID Proof is generally been taken from PAN Card - which is a Mandatory Document in RTO Offices in India, been Sale Transaction is more than Rs 50,000. Below are List of documents accepted as Valid ID and Address Proof for registration Purpose.

ID Proof as accepted in RTO Valid Address Proof for Vehicle Registration
PAN Card  (Its Mandatory Document) Utility Bill - Electricity / Water etc
UID Aadhaar Card - for both ID & Add Proof Election Card
Election Card - for both ID & Add  Passport Copy - Passport should not be expired
Passport - for both ID & Add - should not be expired UID Aadhaar Card Copy
State Government ID Proof Nationalized Bank A/c Statement with 6 month Banking
Driving License (only as ID Proof) Ration Card Copy with Name mentioned in Ration Card
  LIC Policy Certificate with Policy Vintage of atleast 6 month
  Property Registry Papers
  Landline Telephone Bill from Government Owned  BSNL / MTNL etc
  For Rent - Registered Rent Agreement + Police NOC + Landlord Utility Bill + NOC from Landord - accepted in select RTO Offices
  Address Proof Confirmation from Employer - if Employer is PSU / Government Undertaking / State Government Organization

Important: 

a) Driving License is no more considered a document for Address Proof

b) PAN Card is now a Mandatory Document for Registration. Form 60/61 declaration is now not accepted.

c) Some RTO Offices - to curb false registration - now demand for 2 different set of address proof to be submitted by applicant.

 

Cities:- Delhi (Rent Agreement not accepted in New Delhi), Gurgaon, Noida, Faridabad, Ghaziabad, Ahmedabad, Bangalore, Chandigarh, Chennai, Hyderabad, Jaipur, Kanpur, Kerala, Kolkata, Ludhiana,Mumbai, Nagpur, Pune, Thane, Vashi etc.

Do Note: In Case of Utility Bill Submitted or Registry Papers - where address is mentioned in name of Father / Mother - applicant has to furnish relationship proof document. For example - if Electricity Bill is in name of Mother, and son buying a car - then appropriate relationship proof document is required to be submitted in RTO.

Also, Technically speaking, yes the registration part is only offered as a service gesture by dealer, acting as intermediary by submitting documents on behalf of customer to the respective rto office. So - dealer can well shed away from onus, if the documents are not in order or not complete.

Now, is the dealer charging some kind of money - under the table.. What is the commitment level, is he asking for any documents, is he only an exec or manager

I would not like to comment in black and white, but do know that most of the people who stay in Gurgaon are Rented and at present as per Haryana RTO - 2 copies of Valid Address Proof are required, make your own estimates about salaried class in Gurgaon and will they be having 2 documents !!

List of Documents Considered as Address Proof
Election Card , 6 month Old LIC Copy, Passport, If Employer is State or Central Govt, Letterhead Confirmation, Ration Card with Affidavit

NOTE : Following documents accepted as proof of Address & Age, Supported by Affidavit attested by Public Notary/ Magistrate:
Telephone Bill
Electricity Charges Bill
Water Charges Bill.
Certificate issued by the Hostel Wardens in case of students residing in Hostels OR
Marriage certificate issued by the Registrar of Marriages OR
Residence certificate issued by the District Administration OR
Rent deed/Rent Agreement OR
Police Report from the concerned SHO OR
Employer certificate in case of Private Limited companies with Identity Card OR

I have few set of queries

1) Since the rent agreement is recent can I take an MTNL ( Sim ) connection and provide it as a proof of authenticity for address purpose.
2) What is the timeline under which one can get the registration done post buying the vehicle. I am asking it with the purpose that if I can transfer my Jaipur public sector bank account to Gurgaon which usually take 10-15 days and there on can submit the same as an additional proof of address.

Yes you can but - for registration purpose - i think they will ask for Copy of Bill. So - connection should be a post-paid number with a bill copy
Temporary registration is valid for 30 days. So before that one is required to submit fees with valid address proof to rto office for allotment of permanent number.

By this time even the temporary would have expired till now. I doubt about any such extension of validity of temporary regist, though permanent number could be possible by paying fine or fees. But - Surprised, why is the dealer delaying it, Will suggest to involve manufacturer and proceed further

I dont think that the price difference is substantial, its around 10,000 in terms of ex-showroom price
You may have to shell around rs. 1500 for temporary and fuel expenses would be additional. then you have to get it registered in Lucknow on your own.

For buying a car worth 6 Lakh to 7 Lakh - the savings are not that huge to appeal it through.
Still - ever penny matters, if you feel to save in, you may still try it out, else the easy and comfortable way is to buy in from a local dealer and get it registered through him only.

so as on a car of 5 lakh we need to pay an extra amount of 1 lakh as vehicle registration earlier which was just 10,000.
i just wanted to know that whether this scheme/new plan is implemented or not.
and if not then what is the actual date for its implementation so that i can buy my car before that.

This is yet to be implemented, an official cut off date or a date in effect is still to be known, unofficial sources - states this may be implemented starting Jan 2014 - starting with Haryana and then in a sequence manner with other states too

My dad had purchased a maruti 800 car in 1989 in Vadodara, Gujarat, and we shifted it to Delhi after we were transferred to Delhi. We could not registered the said vehicle in Delhi because it was not Euro compliance. The registration certificate of the car (issued by Vadodara RTO) has expired long back (about 4 years ago) and I now want to cancel the vehicle's registration certificate and then sell it to a scrape dealer, as the same is in a very bad shape. However, Vadodara RTO is not cancelling the said registration because it wants to physically inspect the said vehicle in their Vadodara RTO office. As I am not able to take the vehicle (because it is in a very bad shape) to Vadodara RTO, its registration certificate is not getting cancelled. In this case, kindly advice how I can cancel the registration certificate of the said vehicle.

As per Section 55 of Motor Vehicle Act - the clauses are

If a motor vehicle has been destroyed or has been rendered permanently incapable of use, the owner shall, within fourteen days or as soon as may be, report the fact to the registering authority within whose jurisdiction he has the residence or place of business where the vehicle is normally kept, as the case may be, and shall forward to that authority the certificate of registration of the vehicle.

The registering authority shall, if it is the original registering authority, cancel the registration and the certificate of registration, or, if it is not, shall forward the report and the certificate of registration to the original registering authority and that authority shall cancel the registration.

So - as per it you can get in touch with local RTO authority in Delhi and they can then forward it to Vadodara RTO office for the same.

Why do you want to delay the registration !!
Temporary is generally valid for 30 days, though in some states / uts - its even 7 days also

Saying permanent registration - does not imply that you need to have rc with permanent mark, but the number plate and rto reciept will work - as obtaining rc can take upto 30 days or even 60 days in some rto offices

If temporary mark is expired - Not sure, but to guesses - there is a fine or some kind of daily penalty ad-hoc which could be applicable post 30 days - for renewing it again.Have never heard that a car is denied registration - due to temporary been lapsed / expired

HSRP Plate installation has started in both Delhi and Haryana
However - to the best of my knowledge - the process yet to kick off in UP. So - at present - neither its mandatory nor dealers are getting HSRP plates installed in Noida.
Also - rather than affixing it from outside (Vendor) - HSRP number plates should be affixed in RTO - due to the kind of tamper proof snap lock it has

So - my suggestion would be rather to wait - from U.P State govt till time some official news comes in about installation from RTO end
Till then you may go in for regular number plate only.

In most likely probability - the vehicle was financed by Tata Motor Finance and has been repossessed due to non payment of emi and thus sold off in auction

Been its a Tata car and financed by Tata Motor Finance, which is subsidiary captive finance unit of Tata Motors
I suggest to get involve TMF & Tata Motors - for providing you necessary dox so as to complete registration formalities

If its not registered - then the vehicle must be uninsured too
Also, if its more than 90 days old then how can an unregistered vehicle be sold in an auction.

As per Motor Vehicle Act "The registering authority may, by order, refuse to register any motor vehicle, or renew the certificate of registration in respect of a motor vehicle (other than a transport vehicle), if in either case, the registering authority has reason to believe that it is a stolen motor vehicle or the vehicle is mechanically defective or fails to comply with the requirements of this Act or of the rules made there under "

So possibility of non registration implies
- It could either be a stolen car without papers

If its not - try to get selling dealer details from the Auction company or get assistance in
