With deadline coming in as 4th Oct. RTO in Delhi is considering a provision where in Dealers will not be allowed to deliver new cars unless High Security Plates are affixed on it.
High Security Plates is coming as a mandate thing for new car buyers in Delhi. Any new car found running without HSRP (typically called for High Security Registration Plate) for over 7 days from date of purchase has to pay fine of Rs. 2000 as Penalty or even car may also be impounded in extreme circumstance.
As per RTO Officials -
Beginning with 2 installation center in May - the total number of installation center has now reached 14 with every RTO in Delhi has a HSRP Installation Center and are working in full capacity
- High Security Plates are getting ready from regular 3 days from date of receipt and to max of 5 days depending on load
- RTO Installation Centres for High Security is now working 7 days a week starting 29th Sep 2012
- As per RTO - there are many high security plates lying with them ready and yet to be collected by the customers
However - there is other side of story from dealers and customers
- Many have receipts of payments for over 15 days and some for over a month (as per media reports) and yet to get HSRP
- Some dealers claiming that HSRP Plates can take anywhere from 10 days - 30 days for installation after the receipt been issue
Heard it in FM Radio today morning that
- RTO is considering a provision to ask dealers to not to deliver car to customers without HSRP - to end up all this confusion
As per them - RTO is well equipped and is processing number plates on time. By having this implemented - all confusion should end up soon
Update on HSRP Drive by Traffic Poolice
There is a meeting which was held on Wednesday between Transport Officials and Traffic Police - the deadline for drive is extended till 15th October . A time frame is been mutually consented between till 15th October to regularise the situation and RTO officials has also assured that they will be fixing 2500 number plates from existing 600 number plates. Also - post 15th October - Cops will review the situation and will determine the penalty clause accordingly.
In Capital City Delhi, HSRP - High Security Registration Plates affixation has become Mandatory before delivery of New Car. As per Supreme Court Order - Any New Car to be delivered in Delhi has to be delivered with High Security Plate affixed on it .
The Order Implies that if a dealer delivers a car without HSRP then it may be treated as contempt of court due to violation of Supreme Court Order. Even New Cars plying on road without high security plates will be treated heavy penalty as per directive issued if found failing Supreme Court Judgement of without HSRP
Its to be noted that the law has come in force in Capital City Delhi and may soon well be followed by other cities and states in India. Though the one facet seems good as the responsibility and onus is now on car dealer.
However - Couple of Questions still comes in :
a) By how long will the car delivery be delayed after making the complete payment - as HSRP need to be affixed. Will the Dealer take Onus and get it done on time
b) Will dealer charge anything extra over and above the Standard Fees for getting the affixation done of High Security Number Plates
c) Earlier - even after making the payment - one was able to change the model or color due to last minute change of mind. Now when HSRP will be affixed - it seems that the color will be treated as final and no change in model will also be allowed by car dealer.

my car is registered on 14 sep 2012....how do i get the Delhi HSRP?
Dear Sir,
I Purchased my car in Feb 2012 when there was no provision of HSRP. Do I need to get this fixed now as I am being questioned by Traffic cops that it is applicable for 2012 registered vehicles.
Please assist.
with so much of propaganda on digitaliisation why hsrp payment for number plates are not ccepted online> sometimes RTO offices are located so very far from city, it is highly troublesome and costly affairs for general public, particularly sinior citizens.
