You can take your ID card if available, that should be enough even if you don't have discharge book. PPO is compulsory.
They may ask you to show the discharge book, but try to pursuade them. Try not to tell them that its lost as they will ask you to get it from the same sainik board that gave you the discharge book.

You need to make a widow ID card from the nearest sainik board for your mother. With that ID card, you can go ahead with the indent form available online and get it signed by the nearest sainik board association.
If feasible go to the same sainik board which is written in your dad's discharge book, otherwise you'll have to get a NOC from that sainik board in discharge copy.
The documents needed for indent form approval which is the eligibility letter is:
Discharge book
Widow ID card
Pension Pay order slip

Obviously he can buy a car if he have not purchased any car after the retirement. Also depends on the rank as well.

You have to get a NOC from Roorkee sainik board by producing the ppo, discharge book and ID card to them. Once you have the NOC, you can go to any sainik board throughout India to get the indent form (eligibility letter) signed from. Once you have NOC, you can go to Noida sainik board and proceed.
