There have been instances in the past (even though few) including high end luxury cars like Porsche been impounded as resident of the state have taken registration mark of another state. This is due to the fact of Section 47 of Motor Vehicle Act, due to which vehicle owner had to apply for registration of his home state by again paying for RTO Charges.
Section 47 States : When a motor vehicle registered in one State has been kept in another State, for a period > 12 months, the owner of the vehicle need to apply in respective local RTO in State for the assignment of a new registration mark of that state
However its exception in some states, For example: Section 3 of Karnataka Motor Vehicle Act says that if you owe a vehicle in state for 6 months or more, the vehicle owner need to pay applicable Road Tax, and required to get the vehicle re-registered with Karnataka number. So - its advisable to check on, with local state laws - if you planning to move your car to a different state.
Documents for Car Registration
Basic and Most Important Document is Address Proof. Some States ask for 1 copy of address and some even ask for 2 copies of Address Proof
However - Address Proof means a Valid Address Proof as per RTO Office definition - a residence proof document as issued by Centre / State or Utility Bills.
Some of them are :- Electricity Bill, Water Bill, Election Card, Aadhaar UID Card, 6 Month Old Nationalized Bank Account Statement having Address, Passport, Telephone Bill Copy of BSNL or MTNL. LIC Policy Copy etc
Along with it is required Valid ID Proof - which could be one of above having Photograph or Driving License, PAN Card copy etc.

Yes, but do take some dox like PUC (Pollution Certificate) & tele or landline bill as proof in car before , so that even in worst case scenario, if stopped by cops - you can show these documents as proof that you were in Kerala on date which is less than a year old.

True, Road Tax are levied on Ex-showroom Price, which is Inclusive of VAT

My car Swift Dzire was bought in Mar 2009 in Hyd, AP. We took to Gurgoan same year and re-registered to HR. Now in Jan 2014 we are planning to bring it back.
I checked on the AP road transport website with the old AP number we had, which is still with the same details of Owner name, chasis and engine number but in Inactive status.
So how can we approach the RTO, to re-register to AP or reactive the Old number?
Does it cost less to do this, since it is originally AP vehicle and just need reactivation.
And how much it may cost us on average for the whole process.
Kindly guide in this.

I am not having exact official process note on it, but it seems, you have not demanded refund of road tax as paid in AP, as if the AP number is still showing in your name and not yet cancelled by RTO.
So, now as you presently having HR number and intending to move the car to AP and get it re-registered there (irrespective whether the same number remains or you are allotted a new number) - may first get State NOC Clearance for Inter-transferring the RC. Post NOC recvd - to the best of my estimates - if the number is only in inactive status, but is still showing in your name, logically it can very much be re-alloted to you post submission of HR NOC and other document formalities with local address proof of Andhra including copy of original road tax receipt paid in AP
However - Reiterating, this is as per our estimates, you may have to speak with local RTO office or agent for be sure on the exact info.

RTO Officer will calculate derived value, not basis insurance - but basis the depreciated value as per there own vehicle ageing slabs, vehicle original invoice value and physical inspection. BSIV car can very well be registered
