Car Registration Road Tax Slabs in 2023

Apart from GST which is what revenue goes to Central and State Government on Sale of Car. Its the Road Tax which is what charged by State Government for Registering a Car in State

RTO is generally Calculated as Base on Ex-showroom Price in India (except Chandigarh, Jharkhand, Gujarat where Price calculated before GST).

Please note: The discounts, as received by the customer are not taken into account for calculation of Road Rax, but a flat fees basis the applicable slab is applied on to the Ex-showroom Price to calculate Registration Cost on New Car

 

While Registering a Car - a Vehicle Owner Pays in :-

» Registration Charges - Vehicle registration Charges are Rs 600 irrespective of value of car.

» Hypothecation Charges - If a loan is availed on the vehicle, then HP Processing charges are now Rs 1500, else if bought car on cash - no such HP Endorsement charges needs to be paid

» Number Plate - Now most of the Cities / States have High Security Number Plate. HSRP Number Plate also costs in range of Rs 230 to 400

» State Development Charges / Parking Fee - Some of States / UT impose this charge. Like in Delhi known as MCD Parking Fees where MCD Parking Fees is imposed for cars under 4 lakh ex-showroom price to pay Rs 2000 and cars above 4 lakh ex-showroom price to pay MCD Parking Fee of Rs 4000.

» Temporary Registration - While most of the cities gets a final registration mark, but in some Temporary Registration is done and later on followed with Permanent Registration. In General Temporary Registration Fees (valid for 1 month) is in range of Rs 1500 to Rs 2500

» Road Tax - Slabs mentioned in Table as Taxes applicable to payable to State Government for registering Vehicle in State

» FasTag - FasTag fees is Rs 500 to Rs 600 payable at time of buying car including Security Deposit.

  • 8% to 12% on Petrol Cars
  • 10% to 14% on Diesel Cars
  • 6% to 10% on Electric Cars

BH Number Plate Petrol or CNG Cars: 8% (Price less than 10 Lakh), 10% (10 Lakh to 20 Lakh), 12% (Price > 20 Lakh)
  EV Cars: 6% (Price less than 10 Lakh), 8% (10 Lakh to 20 Lakh), 10% (Price > 20 Lakh)

Delhi Road Tax

Road Tax in Delhi varies from

  • 4% to 12.5% for Vehicles Registered in Individual Names
  • 5% to 15.625% for Vehicles Registered in Company Names
  • Additional is MCD Parking Fees varying from Rs 2000 to Rs 4000

Disclaimer Though have tried to put in correct figures, still the figures are subject to change and could not be 100% Authenticate due to manual error.

 

Section 47 of Motor Vehicle Act

There have been instances in the past (even though few) including high end luxury cars like Porsche been impounded as resident of the state have taken registration mark of another state. This is due to the fact of Section 47 of Motor Vehicle Act, due to which vehicle owner had to apply for registration of his home state by again paying for RTO Charges.

Section 47 States : When a motor vehicle registered in one State has been kept in another State, for a period > 12 months, the owner of the vehicle need to apply in respective local RTO in State for the assignment of a new registration mark of that state

However its exception in some states, For example: Section 3 of Karnataka Motor Vehicle Act says that if you owe a vehicle in state for 6 months or more, the vehicle owner need to pay applicable Road Tax, and required to get the vehicle re-registered with Karnataka number. So - its advisable to check on, with local state laws - if you planning to move your car to a different state.

  

Documents for Car Registration

Basic and Most Important Document is Address Proof.  Some States ask for 1 copy of address and some even ask for 2 copies of Address Proof

However - Address Proof means a Valid Address Proof as per RTO Office definition - a residence proof document as issued by Centre / State or Utility Bills. 

Some of them are :- Electricity Bill, Water Bill, Election Card, Aadhaar UID Card, 6 Month Old Nationalized Bank Account Statement having Address, Passport, Telephone Bill Copy of BSNL or MTNL. LIC Policy Copy etc

Along with it is required Valid ID Proof - which could be one of above having Photograph or Driving License, PAN Card copy etc.

now i shofted to mumbai for job, i have not done any transfer or nor any octri paid
let me know
its in my name only in karnataka so to tranfer the same i have to get NOC
did i have to pay octri & registration charges
and how much will be registration charges if its will be on market value which will reflect in insurance or it on purchase price

I bought a vw polo in oct-2013, which had ex-showroom of rs 6,09,000(Delhi), diesel ,,, and I was charged road tax of around Rs. 56,000 (according to receipt given by dealer for Rs. 6,09,000 ex showroom). Now my question is that, the dealer gave me an invoice of Rs. 5,76,000 (ex-showroom),, and if road tax is to be calculated on Rs. 5,76,000, than it should be around Rs. 30,000 according to slab in Delhi for Diesel cars, so what should have been charged??

Hello - Can you pl re-check on the Invoice - may be its Sale Price / Net Price / Invoice Price which could be mentioned
As per RTO Guidelines, Registration is done on the ex-showoom price.
Invoice price could however be different due to discounts or offers - but is immaterial for purpose of calculating registration cost !!

Ex- Toyota Etios G Petrol now cost 6.03 Lakh - ex-showroom Delhi, if a dealer offer some cash discounts (say rs. 10,000 as ex.) - still due to ex-showroom price exceeding 6 Lakh - registration would be done @ 7% instead of 4%

The dealer has done good job to prepare , the invoice, played a very good game to fool me ,, I want to take legal action against them, can you give me your email address , I want to forward you my invoice copy and tax receipt , to confirm the same. Can you help me estimate what would one time tax for me and how much cost i will incurre in this whole venture. The car is registered in Andheri Mumbai, i reside at Thane.

I am not having any details on sale transfer from commercial to private number except this that - entire re-registration needs to be done again
The commercial number needs to be cancelled by rto and further will be re-registered as private number based on assessed depreciated value by the rto officer.

The process is much easier - if done within same city - but Thane & Mumbai fall under separate rto jurisdiction w.r.t octroi tax also - suggest to contact local rto office for exact details

Hi sir this is vibin,I bought a 2006 esteem lxi model (previous owner registered in haryana) but now i've got settled in chennai ,I have the NOC,vehicle invoice,original RC ,Now i need to tranfer the registration of the car to chennai(TAMIL NADU registration)can u please help me by giving the info what all the documents,procedures and exact charges that i need yo pay to the RTO, coz people here are demanding around 45k. plz help me out.

Is there a way to seek refund from the RTO for the extra road tax paid - since the road tax rates for corproate registrations and individual registrations are different. If yes, requesting you plz share the procedure.

Am not 100% sure, but to most probable estimates - it seems much likely possible to claim for refund, the claim, if any approved however can only be done in favor of the company (original owner of the car - who paid the road tax) and not the individual (second hand car buyer) to pursue with rto.

Suggest to contact a local rto agent or RTO Office with Form 16 along with details of original tax paid, original registration date, copy of transferred RC etc for further info

I have bought a 2009 model chevrolet spark from noida about a week ago and trying to register in delhi, as i live in delhi. noida RTO has asked me go for NOC and transfer ownership in delhi,whereas delhi rto doesnt accepts NOC anymore..please tell me what shall i do to get the ownership transferred to my name asap....

Hello Ankit - is it Euro - III Vehicle, reason Euro IV emission norms were introduced in 2010 and any vehicle having euro III - now can not be registered in delhi - as per guidelines and process note. Suggest to contact a rto agent for assistance on it.

I have recently relocated to Mumbai and I plan to get my car (Accent) from Delhi to Mumbai for a period of about 1 year, post which I plan to buy a new car. I had the following queries.

1. Can I just drive in Mumbai just with the NOC from Delhi RTO without registering my car in Mumbai? (I have seen quite a few cars with non Maharashtra registration around)
2. How long is the NOC valid for?
3. I have heard the cops in Mumbai harass out station registered cars. Is there a way around it as it is expensive to re-register?
4. And last, if I do plan to re register my car in Mumbai, how much on average will I have to pay? My car is a Hyundai Accent 2008 model
