Starting 2021, you can be imposed with a fine as high as Rs 10,000 with compounding fine of Rs 5500 if you found driving a Vehicle which
- Do not have High Security Number Plate affixed on to it
- Does not come with Colour Coded Sticker on to it (Orange for Diesel Cars, Light Blue for Petrol and CNG Cars, Green for EV)

You can check Online Slot for HSRP Number Plate or if seek only Colour Coded through Bookmyhsrp site
Facility available only for Delhi and select District of U.P as Ghaziabad and Noida
You need to Punch in Vehicle Details along with Engine-Chassis Number details and verify with OTP before selecting a slot and making Online Payment.
But, it was observed that site was slow and showed connection error

Although process is online for booking but recommended to check with your local Car Dealer Showroom for same. As they have dedicated in person for RTO Related work for both HSRP Plate and Sticker affixation - who will guide you with the process on same.
This is what personally done by my side where asked local dealer showroom to get in High Security Registration Number Plate and Colour Coded Sticker for 1 Car, while for second car HSRP Plate was already installed - they arranged Colour Coded Sticker

A. Rule is applicable all across for all Vehicles irrespective of City of Registration - whether its a Delhi Number or UP Number or HR Number or PB or Chandigarh or UK or any Registration series. If car is driven in Delhi and NCR - vehicle need to mandatorily have High Security Number Plate affixed on to it along with Color Coded Sticker too
Q. How to get High Security Number Plate for other State Registered Cars in Delhi
A. Delhi Transport Authority only issuing high security number plate for Delhi based Registered Cars. For vehicles which are registered in other states, Owner need to connect with local RTO of that state and get High Security Number Plate and Colour Coded Fuel Sticker to it.
Its not formal process, but best way is that if your car is in Delhi and you bear Vehicle Registration of other state is to connect with dealer showroom of that state and ask for executive who deals in RTO related work. Connect with him and ask him to procure High Security Registration Number Plate from RTO by submitting
- Colour Copy of Vehicle RC
- Copy of your ID Proof
With these 2 documents - yes, with these 2 documents he can get HSRP Plate procured from RTO. You can make him Online payment. Once HSRP Plate is procured - you can ask to courier or collect through your representative and get it fixed in Delhi. Any local dealer showroom can fix this Plate and Colour Coded Sticker
