Learner and Permanent Driving License Application can now be made Online. Know Process for Issuance of Driving License
Digital India is the theme under Modi led BJP Government
It aims to facilitate convenience by streamlining process, easy accessability of Information, transparency.
The way Indians are now moving towards Digital Era with Smartphones - it also turned out to be an opportunity for government to also turn on Digital Platform
Now Driving License process has just been made simpler by filling up Online application, uploading documents and get new learner driving license issued.
Though some State Government has started it earlier, but now with one Central Site 'Parivahan Sewa' it will be easy for people across any city/state in India to apply with ease.
» Age Eligibility - 18 years (as on date of application)
» ID Proof - Any of these documents:- PAN Card, Passport, Election Card, College ID Card, UID Aadhaard Card, Age Certificate in form of Date of Birth Certificate
» Address Proof - Any of address proof documents in name of Parents with relationship proof
First Learner License is to be issued and later on for Permanent Driving License - Application can only be made after 30 days of Issuance of Learner License to maximum within 6 months.
Online Process of Driving License
» Step 1: Visit Parivahan Sewa Site - visit
» Step 2: Choose Tab of - Apply Online and choose requisite option of New Learner License or Permanent Driving License
» Step 3: Then basis requisite Option (Learner or Permanent Driving License) - One can Fill Applicant Details Online and upload in Scanned Copy documents of ID and Address Proof, Photograph, Signature along with Test Slot Booking as per available slots and can then lastly make Online Payment of Fees through Payment Gateway
- Do not apply for Second Driving License, if you already have one license. Its an offence and is punishable under Law. A Driving License if issued in one state gives you eligibility to drive Car Pan India and thus has no need to apply for second driving license
- Learner License does not give one authority to drive independently the vehicle. But - it allows one to drive vehicle in supervision of any friend, relative or person who holds a valid driving license and should accompany the learner during driving. Driving a Vehicle Independently by a Person having Learner Driving License without Co-Passenger (having Permanent license) is punishable with Fine.
- For Issuance of Permanent License a short Driving Test is taken, in which vehicle needs to be arranged by owner himself
- For Learner License - Traffic Signs are important to be known
There is Offline Process for those who do not wish to apply Online and prefer visiting RTO Office
Along with ID Proof, Address Proof and DOB Proof and Signature Proof - below what RTO Forms needs to be submitted
For Learner License
3 Forms need to be filled and submitted :-
a) Form 1(Self Declaration Form for Fitness),
b) Form 2 (Application Form)
c) Form 3 (Learner License) needs to be filled and submitted in the nearest RTO Office along with registration fees
Registration Fees :- Rs. 50 - 350 depending on state to state (for Light Commercial Vehicle)
Normally, learner license is issued on the very same day of submission of documents and passing the test. The Learner License is valid till 6 month expiry.
For Permanent Driving License
Permanent Driving License is to be applied for after 1 month of issuance of Learner License and to maximum of 6 months from issuance date of learner license
Documents and Forms Required
» Attested Copy of Aadhaar Card and Election Card (Mandatory in Delhi and soon to be done in other cities too)
» Form 4 - Application for issuance of Permanent License
» Original Learner License
» 2 passport size photographs
» Rs. 100 - 150 for issuance charges of Laminated Driving License
» Short Driving Test is taken - one passes and is been issue Driving License generally the same day. (vehicle has to be arranged by the applicant himself)
It generally takes 3-5 working days for obtaining permanent license after submission of complete set of documents
