Know the Vehicle Registration Process for New Cars in India. RTO Process and Guide with Forms, Documents Checklist with RTO Charges and Fees in India

 

New Car Registration Process

Do you feel that your car dealer or broker is charging you extra sum for registration of your new car or for smart card.

As long as the document checklist is known, its not at all difficult to get the registration done, Know the Process for doing Registration of New Car without any assistance of broker :-

 

Documents to be Submitted for Car Registration

Ensure that you collect the documents from the car dealer at best before taking the car delivery, it will save you time and further follow ups :-

- Invoice: You need to Procure and Submit both Retail Invoice and Manufacturer Invoice of Car (which is mandatory for self registration at time of delivery of car)

- Sale Certificate (RTO Form 21): As per RTO, a sale certificate is mandatory to be submitted, RTO Form 21 needs to be submitted by dealer. In case, dealer do not do so you can also get it downloaded from our RTO Form Section of Mycarhelpline

- Pollution Certificate (RTO Form 22): Form 22 depicts Pollution Certificate and is required to be obtained and to be submitted to RTO confirming that the vehicle sold is in compliance with Safety, Road Worthiness and Pollution Certificate

- Copy of Insurance Cover Note : A copy of Insurance cover note (if issued by dealer or issued by agent) also needs to be submitted in RTO

- Adding Loan HP (RTO Form 34) : Form 34 (optional for adding loan hypothecation, if vehicle was financed) to be additionally filled and submitted. Form 34 requires stamp and sign of Banker. A Dealer can assist you in same, wherein registration would be done by you

- Copy of Temporary Registration (which dealer has done before releasing the car. Normally temporary registration is valid for 30 days)

- RTO Form 20 for Car Registration need to be submitted 

- Chasis Imprint: Have a copy of Chassis Imprint done of the car (through pencil)

- ID & Address Proof: Self Attested Valid ID along with PAN Card and Address Proof. A Valid ID Proof Document should be one as per prescribed list of RTO (Copy of Election Card, Passport, Aadhaar UID Card are best documents as they contain both ID and address else)

 

Additional Documents in case of Car Bought in one State and registered in Other State

» Sales Tax Clearance Certificate (of the VAT Paid)

» NOC from Selling Dealer and RTO Office that Sale is Genuine and never ever been registered - Its more a confirmation which is been asked by RTO and not required in all RTO Offices. So may check

Valid ID & Address Proof

ID & Address Proof. While ID Proof is generally been taken from PAN Card - which is a Mandatory Document in RTO Offices in India. Below are List of documents accepted as Valid ID and Address Proof for registration Purpose.

PAN Card  (Its Mandatory Document) Utility Bill - Electricity / Water etc
Election Card - for both ID & Add Proof Election Card
UID Aadhaar Card - for both ID & Add Passport Copy - Passport should not be expired
Passport - for both ID & Add - should not be expired UID Aadhaar Card Copy
State Government ID Proof Nationalized Bank A/c Statement with 6 month Banking
Driving License (only as ID Proof) Ration Card Copy with Name mentioned in Ration Card
  LIC Policy Certificate with Policy Vintage of atleast 6 month
  Property Registry Papers
  Landline Telephone Bill from Government Owned  BSNL / MTNL etc
  For Rent - Registered Rent Agreement + Police NOC + Landlord Utility Bill + NOC from Landord - still not accepted in all RTO Offices
  Address Proof Confirmation from Employer - if Employer is PSU / Government Undertaking / State Government Organization

Important: 

a) Driving License is no more considered a document for Address Proof

b) PAN Card is now a Mandatory Document for Registration. Form 60/61 declaration is now not accepted.

c) Some RTO Offices - to curb false registration - now demand for 2 different set of address proof to be submitted by applicant.

 

Cities:- Delhi (Rent Agreement not accepted in New Delhi), Gurgaon, Noida, Faridabad, Ghaziabad, Ahmedabad, Bangalore, Chandigarh, Chennai, Hyderabad, Jaipur, Kanpur, Kerala, Kolkata, Ludhiana,Mumbai, Nagpur, Pune, Thane, Vashi etc.

Do Note: In Case of Utility Bill Submitted or Registry Papers - where address is mentioned in name of Father / Mother - applicant has to furnish relationship proof document. For example - if Electricity Bill is in name of Mother, and son buying a car - then appropriate relationship proof document is required to be submitted in RTO.

Disclaimer:- Above is Tentative List of Documents and are generally been accepted by Most of RTO Offices as ID & Address Proof. However - exact requirement and validity can well be known from respective local RTO where one is registering a vehicle.

Hi,
I have purchased a new XUV 500 sportz ( as dealer shown me) with sticker that was only the change and the cost of the same is different then the lower model. Now the issue is I am facing problem to get it registered in RLA with reason "remove the sticker" cause it change the identity of vehicle. I went to the dealer asked their to provide me the documents of XUV-500 W-10 sportz in which company has approved colored sticker so that I produce it before the RLA authority to get it registered. But they said we do not have any such document .

My query is 1. Is it a case of cheating ?

2. Shell I go to Police or Consumer Court ?

3. Or Should I try to get resolve the matter with company?

Hi All, here is a worst experience-
Showroom- Volkswagen, Juinagar, Navi-Mumbai.
If you you are living in navi mumbai and you belongs to some other state(say MP, UP or RAJ), even though you submit all the valid documents, dealer/RTO will ask for address proof.
I have given registered rent aggreement with police NOC, which is a valid address proof on RTO MAHARASHTRA WEBSITE, affidavit for address proof, still showroom people will ask you to pay 10000-15000 rs. As adjustment amount.
If you wish to register vehicle by own, still you will face the same issue. RTO Vaish people will not entertain you, they will ask you to contact dealer.
Again dealer will ask for adjustment amount. So this is the level of corruption in Maharashtra. I have paid 15000 rs. At Volkswagen showroom, juinagar, Navi mumbai.
They will not co-operate you once you have paid complete amount of car. Once you paid complete amount, they will harass you like anything. Just for money.
They wont even care of their customers.
Please never buy any vehicle from Volkswagen showroom, Juinagar(Navi Mumbai)

Hello. Read your experience. I am almost facing the same experience with RITU Hyundai. They are claiming Rs 10,000/-. Don't know how the Rs. 10 to 15 thousand help the RTO to adjust the address of a tenant. IS THERE ANY SOLUTION TO AVOID IF WE ARE TENANTS IN MUMBAI ?

I have bought new Ford Aspire Petrol Car. The car is to be registered with Thane RTO. As address Proof, We have submitted following documents:
Electricity Bill - Original in the name of Builder
Since this is in the name of builder, We have submitted Agreement Copy
Passport Copy
Aadhar Card Copy
Even then, the RTO is not signing the papers. I have prsonnally visited yesterday but he says that all the documents are in order, but you can not submit them, the Dealer has to submit!!
Is this correct?

I had bought grand i10 and it is under registration process in vashi rto. For address proof I had submitted my sale deed agreement as we had just bought new house( light bill, gas bill and other bills are yet to come) also I had submitted NOC, Maintenance receipt. Still they are asking for more proof.
For the same I had submitted the following:
HSC certificate
New light bill
My native light bill (aurangabad, Maharashtra)
Aadhar card
Pan card
Employee certificate
Office employee id
Sale deed agreement
School leaving certificate
Driving license
Election card
Maintenance receipt
Builder noc
Confirmation from office for address on letter head.
Application from my side
Mummy's pan card, election card, service id.

Still my car dealer is saying your documents are not okay.

However ngif loan document states that endorsement of hypothecation not to be made in insurance papers,but only in insurance papers. But RTO and its clerk are not doing the necessary correction even after document is shown to them. They are telling if hypothecation is there in insurance papers ,it has to be in registration papers too.
What shall i do now
Shall i put RTI against them,and report to high officials,

I am buying Baleno from Noida, where i am basically from Karnataka and all my ID proof is from Karnataka itself. I am staying in a rented house in Noida.
Now for the registration of the car the showroom people are asking for the Owners Pan card copy and electricity bill, where has our owner is staying out side India ( Australia) and they are refusing to give the pan card copy and for the electricity bill it is prepaid (since we are staying in a apartment) for which they have not received the bill for it.
So kindly guide us how to proceed further since i am struck up very badly from both the end.

I am buying a car from Aurangabad, however the registration will be done in Navi Mumbai. My question is, in Aurangabad there is no LBT, however, during the registration process, do I have to pay the LBT? as the car will be registered in Navi Mumbai. Or else, is it benificial to register the vehicle in Aurangabad itself, which will save at least 25000 :)

Though LBT is applicable on sale of car, but RTO can ask for LBT Tax receipt if registration is done in a zone, where LBT is applicable
It would rather be worth to get car registered within Aurangabad

I m defence personnel. I hv purchased car through csd nd dealer of ahmedabad. I took temp reg. I wanna register car frm agra. The rto agra want full fees % according to invoice 2hich includes ex showroom price +vat. My question is tht neither i hv paid vat nor dealer. Invoice contained both as dealer told tht he wud firstly pay vat bt further get refund as i m in defence so i m exempted. So why the agra rto calculating reg charges according to invoice rather thn ex showroom pfice n hw i wud get exemption or refund if i pay reg charges including vat.plz help
